The Mission of Citizens High School is to provide students a quality high school diploma through distance education with a well rounded academic foundation, leading to social and economic mobility.

Program Learning Outcomes
In support of the CHS Mission statement and learning goals, CHS has 3 program learning outcomes.
- Problem Solving: Recognizing problems and formulating appropriate solutions by demonstrating usage of higher order thinking skills to express ideas or using quantitative principles to solve problems.
- Communication Skills: Communication skills using logical and analytical thinking to read, listen, write, and speak.
- Literacy: Digital and information literacy skills as students direct their own learning and prepare for real world experiences.
